Real-Time Reform: Punjab Moves Toward Data-Driven Governance Through Digital M&E

Directorate-General of Monitoring & Evaluation, P&D Board Punjab, is leading the way with real-time monitoring innovations, setting a new standard for effective governance across the province.
In a transformative step towards data-driven governance, the Punjab Government has quietly but effectively redefined its Monitoring & Evaluation (M&E) approach through the launch of the GIS-based Real-Time Monitoring & Evaluation System (RTMES).
On the special direction by worthy Chief Minister Punjab, Ms. Maryam, Nawaz Sharif this digital innovation, guidance by the Chairman P&D Board, Mr. Nabeel Ahmad Awan, and Director-General M&E, Dr. Kiran Khurshid, has led to a remarkable increase in completed M&E reports, rising from 150 to over 400 between January and April 2025.
RTMES integrates GIS mapping, drone footage, biometric reporting, AI-enabled red-flagging, and real-time dashboards, ensuring accountability, visibility, and timely policy feedback. Aligned with the Smart Monitoring of Development Projects (SMDP) portal, it provides instant access to field realities across governance tiers.
This initiative goes beyond software deployment, it represents a systemic shift toward transparency, performance, and citizen-focused service delivery.
