Monitoring Framework for CM Priority Projects

In alignment with the high-priority status assigned by the Chief Minister of Punjab to over 700 projects, the Directorate General of Monitoring & Evaluation (DGM&E) has developed a tailored monitoring framework. This framework addresses projects that specifically encompass infrastructure components, procurement components, and social components. The details of these components, along with their respective customized monitoring mechanisms, are outlined as follows:

Infrastructure Projects

These projects will focus exclusively on infrastructure components, including the construction and rehabilitation/maintenance of roads and bridges, as well as the construction and rehabilitation/maintenance/restoration of buildings. Physical monitoring of these projects will be conducted through on-site field visits, supported by Geographic Information System (GIS) and drone technology to ensure precise and comprehensive oversight.

Social Sector Projects

This sector will encompass projects primarily focused on health, education, and women’s empowerment. The monitoring approach for these projects will involve:

  • Monitoring of administrative steps with timelines for making the initiative functional / operational.
  • Gathering beneficiary feedback through methods such as phone interviews, direct meetings, and structured surveys.

Procurement Related Projects

This sector will include projects exclusively focused on procurement activities, such as the procurement of e-buses and computers. Monitoring for these projects will be conducted through:

  • Monitoring of administrative steps with timelines for procurements.
  • Conducting random quality checks to verify the standards and specifications of procured items.
